Highway Use Permits

A Highway Use Permit (HUP) is required for any construction or activity that affects municipal roads or rights-of-way within the District of Sooke. This includes, but is not limited to, constructing driveways, installing utilities, or hosting events that impact local roads. The permit ensures that such activities are conducted safely and in compliance with municipal standards.

When is a Highway Use Permit Required?

You must obtain a Highway Use Permit before commencing any work within the District’s road right-of-way, including:

  • Constructing or modifying driveways or access points to private property.
  • Installing, repairing, or maintaining utilities such as water, sewer, gas, or telecommunications infrastructure.
  • Excavation, grading, or other construction activities within the road allowance.
  • Placing temporary structures or materials on the roadway or boulevard.
  • Hosting events that require road closures or impact traffic flow.

For activities on provincial highways, such as Highway 14, a separate permit from the Ministry of Transportation and Infrastructure is required

To apply for a Highway Use Permit, submit you application form and supporting documents to Engineering Services:

Review and Approval Process

Upon receiving a complete application, the Engineering Department will review the proposed work to ensure compliance with municipal standards and regulations. The review process may include:

  • Assessing potential impacts on existing infrastructure and public safety.
  • Coordinating with other departments or agencies as necessary.
  • Requesting additional information or modifications to the proposed plan.

Once approved, the permit will outline specific conditions and requirements that must be adhered to during the execution of the work.

Permit Conditions and Compliance

Permit holders are responsible for:

  • Ensuring all work is conducted in accordance with the approved plans and permit conditions.
  • Maintaining safe and accessible conditions for pedestrians and vehicles during the work.
  • Restoring the affected area to its original or improved condition upon completion.
  • Notifying the District upon completion for a final inspection.

Failure to comply with permit conditions may result in penalties, forfeiture of the security deposit, or additional remedial actions as determined by the District.
