Public Information Bulletin: CRD Water Main Replacement Project – Sooke Road (HWY 14), Phillips Road to Church Road

Monday, March 31, 2025 – The Capital Regional District (CRD) has awarded the construction contract for the Water Main Replacement Project on Sooke Road (Highway 14) from Phillips Road to Church Road to Stone Pacific Contracting Ltd.

This project is a critical investment in the long-term sustainability of the water infrastructure, ensuring safe and reliable service for residents while helping to prevent future disruptions. While construction may cause some traffic impacts, the CRD is committed to making reasonable efforts to minimize them.

We understand that crews will likely begin mobilizing to the site on Monday, April 7, 2025, using the Ministry of Transportation and Transit (MoTT) right-of-way near the SEAPARC digital marquee as the laydown area for equipment and materials.

To manage community impacts, traffic control measures will be in place throughout the duration of the project. Generally, this will occur in the following capacity when work is in progress:

  • Daytime work hours (7:00am to 5:00pm): Two lanes of traffic will be maintained through a lane shift.
  • Potential pause on construction from 5:00pm to 7:00pm.
  • Night work hours (7:00pm to 6:00am): Traffic will be reduced to single-lane alternating.

Further details and updates for the project will be provided directly by the CRD and Stone Pacific Contracting Ltd. as the work progresses. The District will relay this information as it is received to help residents stay informed.

Residents will receive letters from the CRD Project Engineer, and subsequent communication for properties within the impacted area will come from Stone Pacific Contracting.

Recognizing the impact this work will have on the Sooke Region Museum and Visitor Information Centre Night Market, District staff are working with their team to support this valued community event. Similarly, some events occurring at SEAPARC Recreation Centre, which typically use the MoTT right of way by the SEAPARC digital sign for overflow parking, may need to adapt. Thanks to a collaboration with Sooke School District 62, joint use of the parking lot at Journey Middle School is available on weekends and evenings as a nearby parking accommodation.

Emergency vehicle access will be accommodated at all times.
