Wednesday, November 6 2024 – The District of Sooke Council has officially endorsed its Strategic Plan, outlining priority areas that will guide decision-making and community initiatives through to the end of the current Council term. This plan will also ensure that momentum is sustained as the 2024-2027 Strategic Plan District transitions into the next Council term, providing a solid framework for long-term progress.
The Strategic Plan, developed by Council and informed by community values and ongoing dialogue with residents, focuses on five key priority areas:
1. Sustainable Growth and Environmental Stewardship
Recognizing Sooke’s unique natural environment, the plan emphasizes the need for responsible growth that balances development with environmental sustainability. Initiatives under this priority include advancing climate action targets, protecting green spaces, and incorporating sustainability into all planning processes.
2. Community Economic Development
Council is committed to fostering a vibrant local economy by supporting small businesses, promoting tourism, and investing in key infrastructure improvements. Economic diversification and enhancing Sooke’s appeal as a destination for both visitors and entrepreneurs are key focal points.
3. Community Safety and Wellbeing
This priority highlights the importance of community resilience, health, and safety. The plan includes continued efforts to address emergency preparedness, enhance public safety services, and support programs that improve the well-being of all residents.
4. Transportation and Infrastructure
Improving transportation routes, supporting multi-modal options, and addressing traffic congestion remain high on the agenda. Strategic investments in transportation infrastructure, such as alternative routes and transit services, will alleviate pressure on key corridors and promote safer, more efficient movement throughout the District.
5. Organizational Excellence
To deliver on these priorities, the District aims to continue building internal capacity, enhancing public engagement, and optimizing service delivery. This includes investing in staff development, improving communication channels, and ensuring that resources are used efficiently to meet community needs.
Progress on the Strategic Plan will be reported twice annually. A year-end update will align with budget discussions, and a further progress report will be shared in June, alongside the District’s Annual Report.

It provides a strong foundation for the future, with flexibility to adapt to new challenges,” said Mayor Maja Tait. “With this plan, we will continue to focus on priorities that benefit our residents and keep Sooke moving forward with confidence and care.”
The plan also lays the groundwork for the next Council to seamlessly continue advancing Sooke’s priorities, with built-in flexibility to adapt to emerging challenges and opportunities.
