The Business Licence Bylaw requires that all businesses operating in the District of Sooke be in possession of a valid Business Licence or a valid Inter-municipal Business Licence (Business Licence Application). Business Licences are issued by the Business Licence Inspector in collaboration with other departments, including Development Services and the Fire Department. Some types of business licences also require consultation with external provincial jurisdictions, such as the RCMP or Vancouver Island Health Authority. The Business Licence Inspector provides advise of the process required to complete your business licence.
Every business in the District of Sooke is required to have a valid business licence before beginning operation. This requirement applies to home-based businesses, commercial and industrial operations and owners of apartment rental properties. Business licences are also required for companies not located in the District but that do work within the Capital Region area such as contractors.
Business Licensing is mandated to promote safe and legitimate business premises and operations within the District of Sooke. Staff provide initial advice for new businesses, process business licence applications within the context of the District’s regulatory requirements and maintain an up-to-date database on existing businesses.

Types of Business Licences:
The fee structure in the District of Sooke is based on the type of business. For certain types of businesses, the rate is further determined by additional criteria such as floor area. To determine the correct fee for your business, contact the Municipal office. Fees are payable when the business licence application is submitted to the District of Sooke. A Building and/or Fire Inspector may visit your place of business.
Applications for a Business licence may made in the following manner:
- In person at the Municipal Hall at 2205 Otter Point Road
- Using “BizPaL Business Permits and Licences”
Payment must be received prior to issuance of your Business Licence.
