Engineering

The Engineering Department is responsible for the planning, design, construction and maintenance of the Municipality’s infrastructure. This department, working closely with the Planning and Building Departments, ensures that all development follows the Municipality’s Master Plans and Subdivision and Development Standards Bylaw, while at the same time making sure that good engineering practices are followed.

Maintenance of District street lights, roads and other infrastructure is arranged through the Engineering Department. If you have questions or concerns about the maintenance of our infrastructure, please visit the links above. Maintenance of our wastewater collection and treatment system is arranged through our partner Epcor. Maintenance of our roads is arranged by our roads maintenance contractor.

The Engineering Department is also responsible for the planning, design, construction and maintenance of the Municipality’s parks, green spaces and trail network. This includes formal parks such as Ed Macgregor Park and the Marine Boardwalk, local play parks, and numerous natural areas such as Whiffin Spit Park. Future park policies will be guided by the Parks and Trails Master Plan.

Road Maintenance

Victoria Contracting (Ansan Group) is the District of Sooke’s municipal roads maintenance contractor. To report any road issues or request road maintenance, you may: Contact the District of Sooke during office hours (8:30 a.m. to 4:30 p.m.) by phone 250-642-1634 or fax 250-642-0541; or After office hours or for emergencies, contact Victoria Contracting directly at 250-474-2688 or by email at info@victoriacontracting.ca Typical road conditions that could be reported are the following;

  • Pavement deficiencies (potholes, alligatoring, cracking, etc.)
  • Graffiti
  • Damaged/missing signage
  • Shoulder condition along edge of road
  • Blockages in ditches/drainage course
  • Roadway cleanliness
  • Overgrown bushes & trees

The Ministry of Transportation and Infrastructure manages Highway 14 and the Edward Milne frontage road, their contractor is Emcon Services, the District of Sooke does not create calls for service for these areas. Please contact Emcon Services directly with your concerns at 1-866-353-3136.

Sewer System

The Sooke wastewater collection and treatment system is owned and operated by the District of Sooke.

Construction of the Sooke collection system and wastewater treatment plant began in 2004 and the system was commissioned in November 2005. Individual domestic and commercial hook-ups began in January 2006 and continued throughout 2006 and 2007, with the majority completed by December 2006. The system services a core area of approximately 5,500 residents.

The system uses secondary sewage treatment which typically removes 90% of the total suspended solids and high levels of other contaminants, providing significant environmental benefits to the District of Sooke.

Street Light Maintenance

Reporting and Repairing Street Light Outages
The District of Sooke is working to keep community street lights in your neighborhood in good repair to help keep your community safe.

Reporting an Outage
If you notice a street light that is out, flickering, vandalized, or on during the day, please call the District at 250-642-1634.

When reporting a problem, please provide the approximate location, such as the intersection, nearby house or business address, to help repair crews locate and fix the problem promptly.

Staff will schedule the repair, and track the progress so that information can be provided to residents.

Regarding Ornamental Lighting within the District of Sooke, as defined by the Subdivision and Development Standards Bylaw 404 (2014) in Schedule 10, Section 2.0, Subsection 2.3 (b) Ornamental Lighting:

As of September 2017, there has been a name change regarding the Cyclone model street lights, as follows:

CY1507-F1 is replaced by CY15T4 (HID or LED), and CY4102-F1 is replaced by CL41T4 (HID) and CL41T4A (LED).
