2009-2011 Strategic Plan
A strategic plan provides guidance for Council and Staff in the preparation of the five year financial plan, the development of operational plans and measurable outcomes, Council decision making, etc. Ultimately, the Annual Report is prepared in June of each year presenting the objectives for the following 2 years, including measurements for achieving goals and objectives. The 3 year Strategic Plan is the basis for the municipal annual planning cycle.

 

Accessibility & Inclusiveness Study
In January 2008 the District of Sooke retained the Social Planning and Research Council of BC (SPARC BC) to undertake research for the preparation of a Plan for Accessibility and Inclusion at the District of Sooke.

 

Liquid Waste Management Plan
The District of Sooke has taken a proactive approach to wastewater and rainwater management and is recognizing the significance of environmental protection of the region.  Actions that have been or will be implemented include sewering of the District core area and providing secondary wastewater treatment, putting into action a source control bylaw, performing activities that will minimize infiltration and inflow (I&I) into the sewer system, the completion of the sanitary and rainwater liquid waste management plans (LWMPs). These actions demonstrate the District’s commitment to sustainable management of its liquid waste.

The complete Stage 3 (Sanitary) LWMP, including documentation of the combined Sanitary and Rainwater public open houses, is attached under “Part A”.

The complete LWMP (Rainwater) Stage 2 and 3 is attached as “Part B”.

 

Official Community Plan
An OCP is the principle municipal planning tool that develops a vision for the future of the Sooke community and establishes a detailed set of policies in a wide range of areas.

 

Parks & Trails Master Plan & Parks & Trails Mapping
A Parks and Trails Master Plan is a strategic document that is system‐wide in scope. It does not examine detailed planning for each park in the system; rather, it provides a vision and direction for the overall District’s parks and trails system.

 

Sooke Sustainable Development Strategy
One of the important steps taken by the District of Sooke toward becoming a leader in sustainable community development is the initiation of this Sustainable Development Strategy.

 

Town Centre Plan
The process of creating the Town Centre Plan began in early 2008. “The results of the consultation for the Town Centre Plan revealed that residents desired a more beautiful and vibrant downtown that allowed for a mix of uses and a strong connection to the waterfront.” Said Mayor Janet Evans, “I am very pleased that we now have a Town Centre Plan that will provide a clear  vision and direction for the development of our new town centre.”

The primary goals of which are to establish a Sooke Town Centre that will:

  1. Be a well defined, compact, mixed-use “village core”.
  2. Provide a strong “heart” for the community.
  3. Reflect Sooke’s distinct cultural heritage.
  4. Reinforce its unique geographic location and spectacular natural setting.

 

Town Centre Stimulus Program
In an effort to provide meaningful and progressive incentives and stimulus to developers in the District of Sooke, Council on June 22, 2009 adopted the Sooke Town Centre Revitalization Bylaw that will provide incentives to revitalize the Sooke Town Centre Area in an environmentally sound manner.

 

Transportation Master Plan
This document is the comprehensive 2009 Transportation Master Plan for the District of Sooke. It includes transportation plans for the road network, bicycles, pedestrians and transit as well as a framework for the use of alternative vehicles (neighbourhood zero emission vehicles) and strategies to promote the use of alternative modes. These plans provide a framework to guide the development of transportation infrastructure over the next 25 years.
